If you are looking to get some really good stuff, fractals are a good way to go. Doing fractals, especially the high level fractals, have a chance to drop ascended (pink) gear which is one step below the top tier legendary gear (purple). That being said, doing world bosses and other events usually have a good chance at dropping level 80 gear.

Rare gear that is level 62+ in requirements when salvaged, has a chance at netting 1-3 ectoplasm. Exotic (Orange): 65% better than Basic, 14% better than Rare gear. Exotic gear starts at level 62 and goes to 80. This is generally useful for everything. Ascended (Pink): 75% better than basic, 6% better than exotic.

People open (or used to) champion bags like the ones you get in silverwastes on lower level characters to get mats and gear of the same level. I believe that item droped on hight level character do salvage in tiers 5 or 6 even on low level character. Thus the term "champ bag" is both a misnomer and harder-to-define than original. However, again, use the same rule of thumb:just open everything on a lower-level toon: for level-adjusted loot, you'll get the gear with more valuable salvage materials. And for other bags, you'll get the same loot as you would anyhow, e.g. UnID gear bags.
